Mary Poppins, Gang and. Goofy?

An unusual assemblage of characters, the ever so lovely Mary Poppins with a Bert in a striped jacket, and two chimney sweeps.....and Goofy. This is one of the most unusual groupings of characters in the publicity images. The Bert does not look very on character, and the sweeps appear to be more Southern California rather than Cockney English. And throwing Goofy in there is just off the wall.

I guess Goofy had a sweep costume so that the kids had somebody to relate to if they found the face characters off-putting.

LOL, as for Southern California types, I know the feeling. The woman cast as Mozart's wife in Amadeus always came off as too valley girl.

"Oh my Gawwwd Woffie, that Catholic death chant is towtally rad."

I miss that version of the compass they are standing on. The one today is too "sterile".

I am probably wrong, but does "Bert" kind of look like Fulton Burley??

That is most definitely Fulton as Bert. This must have been a publicity shot for one of the publicity tours promoting the Disney Studio's movie re-releases.
