Temporary Dock on Tom Sawyer's Island

For the Christmas season in 1964 it appears there was a temporary dock constructed on Tom Sawyer's Island. The temporary dock is almost in the space now occupied by the Fantasmic stage. I do not think it was used as a stage as there is not a railing in front of the dock. Any ideas what the temporary dock would have been used for?

I was wondering if perhaps that was what the Columbia was moored to on one of its at least two times (1960 & 63) it was lashed up to TSI, but the date seems wrong. I also checked a picture over at Gorillas Don't Blog and the location isn't right.

I haven't helped at all, have I?

I was thinking that perhaps the dock was still under construction, but someone has gone to the trouble of putting Christmas decor on it. It sure looks like it was supposed to be a stage; I looked at Jason's Disneyland Almanac hoping for a clue, but no such luck.
