Looks like supervision... tie and sunglasses - dead give away ;-) is out helping put Guests in the tea cups. Or maybe that was the Fantasyland costume in that year.

Mad Tea party is a Disneyland classic! It seems that costume was used for a lot of the Fantasyland attractions including the dark rides.
