Wedway Ride
I believe this is Tomorrowland and was in preparation for the Peoplemover attraction. Check out the janitor in the lower part of the picture by the station wagon.
Yes, the building on the left is the edge of the Carousel Theater. The building on the right is the Flight to the Moon/Mission to Mars building. I believe the building that the men are standing on is the one that houses the Grand Canyon Diorama. This was probably taken from the Peoplemover track...the part of the track that is above the gate to the backstage area.
Just had another thought. There is/was a metal mesh type of "screen" on that portion of the Peoplemover track to keep people from seeing backstage. Perhaps this test was done to determine how high those panels needed to be.
Those two guys are standing right above the men's locker rooms (second floor). There is a walk way that goes across the front of the building, and the screening was added later for fear of guests being able to see in. There is a stair case just to the left to exit down into the parking structure where the busses would stay when not in use (we used to nap on the lower deck cushions).
